In partnership with the NYC Administration for Children’s Services (ACS), Sheltering Arms is launching a new program that will serve as an Annex for the Nicholas Scoppetta Children’s Center pre-placement program for children entering the foster care system.  This new Bronx-based short-term, residential program serving young children between the ages of 0 to 12 years old, will be called the Children’s Center Annex.  The Children’s Center Annex will provide a home-like, co-ed, developmentally appropriate setting for younger children, including sibling groups. The Annex will be designed to be warm, colorful, and child-friendly, and staff will be trained in trauma informed practices allowing them to provide a nurturing environment for children entering foster care.  


Sheltering Arms is seeking a Program Manager for our New Children's Center Annex in the Bronx. The Program Manager is a management position in the Reception Center working closely with the Program director to develop programming that suits the needs of the children in the program. The position is demanding and highly interactive with infant, toddlers, children, families, group living direct care staff, the agency and the community as a whole.  The Program Manager is responsible for overseeing the delivery and management of the direct care workers in in the facility. Additionally, the Program Manager is responsible for assuring a safe, orderly and trauma informed therapeutic milieu paying close attention to activity programming, routines and program structure. The Program Manager provides leadership to the staff and children in the facility and is available to the facility (on-call) after conventional work hours.


Essential Functions:

Group Living

  • Assures regulatory compliance with city, state & COA standards; completes all necessary reports; maintains proper departmental fiscal controls; ensures that log systems are accurate and up-to-date; maintaining law and order and a high standard of care in a healthy, vital and therapeutic context; assures program routines (school, Network, Substance Abuse Prevention, group meetings etc.,) are maintained and followed by staff and youth alike; oversees recreational programming and community involvement.

Supervision and Training

  • Instrumental in hiring- actively recruits new workers; directly Provides formal and informal supervision, training and discipline to assigned child care workers.  Mediates staff/team conflict.  Completes staff evaluations, works closely with Program director to address staff challenges and makes recommendation about staff training needs.


  • Prepares staff schedules for child care workers as required; approves vacation/leave requests; Requisitioning, system maintenance and documentation as required.  Develops and maintains an orderly work and living environment. Reports damage or other maintenance problems to agency’s Support Services and the Program Director; responsible for petty cash reconciliation, activities funds; ordering of food and supplies.

  • Models and promotes dependable, responsible, professional and accountable behavior; promotes positive program norms and teamwork primacy; supports program mission and philosophy; effectively integrates with other disciplines.  Confronts and discourages negative behavior, attitudes and program norms; models enthusiasm and participation in program activities. Helps in setting the mission, defining the issues, extracting and validating information, finding “solutions” when alternatives, information and objectives are ambiguous, deciding the best uses of time and other scarce organizational resources.

  • Direct Care staff (child care workers), transportation workers, cook



  • High School Diploma but Bachelor’s Degree preferred
  • Supervisory experience preferred, or 3+ years working in a residential setting
  • Experiencing working with youth and families in Residential setting preferred
  • Must be able to pass required Safe Crisis Management training and pass recertification on an annual basis.
  • Computer literacy is required
  • Valid NYS Driver’s License and clean driving record
  • Ability to drive a 10 to 15 passenger van
  • Must have excellent  verbal and written communication skills in order to maintain required documentation 
  • Must have a commitment to work from a strength based and and trauma-informed perspective
  • Ability to travel to all five boroughs
